Among the assignments given to Pertamina by the government was to build an oil refinery in the Jenu District, Tuban Regency with a refinery capacity of 300,000 barrels per day. The types and quantities of refinery products are gasoline with a minimum production of 80,000 barrels per day and 100,000 barrels of diesel fuel per day.
The ministerial decree also states that assignments to Pertamina include oil refinery planning, engineering design, land preparation, licensing related to refinery construction, construction, and operation of oil refineries.
In addition, in carrying out assignments, Pertamina can carry out the construction of oil refineries by integrating petrochemical production and cooperating with other business entities in accordance with laws and regulations.
Meanwhile, this giant project has a fantastic investment value of IDR 225 trillion. In the process, Pertamina collaborated with a company from Russia, namely Rosneft. Pertamina said that the Tuban grass root refinery project will be onstream in 2026.
After starting operations, the Tuban Refinery will increase the resilience of crude oil production with refined petrol, diesel, and Avtur (Aviation Turbine Fuel) products. In addition, it will strengthen the petrochemical industry.
He targets that the construction of the refinery and port will be completed in 2026.
“For this initial restoration, in 6 months, we will continue to restore the 200 hectares. Later we will build the port together with the refinery. So all of the refinery and petrochemical projects will be completed in 2026,” said Nicke.
The construction of the Tuban GRR was carried out through a cooperation scheme between Pertamina and a Russian company, Rosneft Oil Company through the formation of a joint venture company called PT Pertamina Rosneftroses and Petrochemicals (PT PRP & P).
This project is a government assignment based on the Minister of Energy and Mineral Resources Decree Number 807K / 12 / MEM / 2016 dated March 3, 2016, and Presidential Decree Number 56 of 2018.
“Later, the oil refinery processing capacity will reach 300 kbpd, gasoline production of 14 million liters per day, diesel production 16 million liters per day, and total petrochemical production of 4,250 ktpa,” concluded Nicke.
